In 1984, the Oregon Regional Councils Association (ORCA) was formed to promote greater cooperation between all levels of government.
Formed under ORS Chapter 190, the councils are multi-jurisdictional and multi-purpose organizations. They are voluntary associations of local governments cooperating on issues and problems which cross city, county and, in some cases, state boundaries. The association provides a forum for information exchange and discussion of current issues of concern.
