Duties and Responsibilities: The Office of the Chief Operating Officer (COO) provides leadership and policy direction to the department and all other state executive branch agencies. It oversees DAS’s public affairs, economic analysis, legislative, information technology (internal to DAS) and project management work. The office is headed by the Chief Operating Officer, who is appointed by the governor. COO staff also provides support to state government’s Enterprise Leadership Team, which is comprised of state agency leaders and serves as an advisory board to the governor and COO on long-term strategic policies and statewide initiatives.

Duties and Responsibilities: The Chief Financial Office prepares the Governor’s Recommended Budget and monitors the development and execution of state agency budgets. The office provides management review services, issues certificates of participation to finance capital construction and infrastructure, helps agencies manage about three million acres of public lands and coordinates the state’s bonded debt process. The office manages the financial system infrastructure for state government, which includes accounting, payroll and financial reporting. It also oversees DAS’s internal audits and business services.

Duties and Responsibilities: The Chief Human Resources Office is responsible for statewide human resource systems, policies and initiatives. This encompasses human resource management and consultation and includes establishing and maintaining classification and compensation plans, training and development, administering and maintaining the central state employee database, overseeing personnel recruitment and labor relations and performing Public Employees Retirement System reconciliation for all state agencies. The office also provides direction and services to promote a stable and qualified workforce in state government. In addition, it offers DAS and client agencies a variety of human resource-related services, including human resource consultation, recruitment and position management.

Duties and Responsibilities: DAS Business Services (DBS) provides a comprehensive group of essential services to support the business of DAS and other public agencies. It is comprised of three sections: Administration and Business Support Services, Budget and Rate Development Services and Performance Management and Survey Analysis. DBS also provides support to the following four DAS Customer Utility Boards: Enterprise Technology Services Board, Enterprise Asset Management Board, Enterprise Goods and Services Board and Enterprise Human Resource Services Board.

Duties and Responsibilities: Enterprise Asset Management (EAM) provides centralized services to state government, including motor pool and surplus property. In addition, the division acquires and maintains space for state agencies, provides property management, real property transaction services (buy, sell and lease), project management, space planning, state building operations and maintenance and landscape maintenance. EAM also manages parking and commuter programs for state employees in Salem and Portland.

Duties and Responsibilities: The Office of the State Chief Information Officer is an independent official directly responsible to the governor. The state chief information officer operates as the governor’s primary advisor for statewide enterprise technology and telecommunication projects and programs, implementation of the Information Technology (IT) Governance framework, and establishment of Oregon’s long-term IT strategy using the Enterprise Information Resource Management Strategy. It is comprised of four sections: Enterprise Security Office, IT Governance, Enterprise Shared Services and Enterprise Technology Services.

Duties and Responsibilities: The Office of Economic Analysis prepares state economic and revenue forecasts and the long-term population and employment forecasts. The office assesses long-term economic and demographic trends, evaluates their implications and conducts special economic and demographic studies. The office also prepares state criminal and juvenile population forecasts and manages the Highway Cost Allocation Study.
