Duties and Responsibilities: The Office of the Chief Operating Officer (COO) provides leadership and policy direction to DAS and all other state executive branch agencies. It oversees DAS’ internal audit, public affairs, economic analysis, legislative, and performance and project management work. The office is headed by the COO, who is appointed by the governor and supported by two deputy directors. COO staff also provides support to the Enterprise Leadership Team.

Duties and Responsibilities: The Chief Financial Office prepares the Governor’s Recommended Budget and monitors the development and execution of state agency budgets. The office provides management review services, issues Certificates of Participation to finance capital construction and infrastructure, helps agencies manage about three million acres of public lands and coordinates the state’s bonded debt process. The Chief Financial Office also manages the financial system infrastructure for state government, which includes accounting, payroll and financial reporting.

Duties and Responsibilities: The Chief Human Resources Office is responsible for statewide human resource systems, policies and initiatives; human resource management and consultation; establishing and maintaining classification and compensation plans; training and development; administering and maintaining the central state employee database; personnel recruitment; overseeing labor relations; and performing Public Employees Retirement System reconciliation for all state agencies. The office also provides direction and services to promote a stable and qualified workforce in state government.

Duties and Responsibilities: The Chief Information Office is Oregon’s enterprise information technology (IT) strategic planning oversight and policy leader and is responsible for development of enterprise technology architecture and standards. Its administrator, appointed by the governor, serves as Oregon’s Chief Information Officer. Programs include Enterprise Security, Geospatial Information Systems and IT Investment and Planning.


The office is advised by the Electronic Government Portal Advisory Board, Oregon Geographic Information Council and Chief Information Officer Council.

Duties and Responsibilities: DAS Business Services (DBS) provides core services that support DAS divisions as well as the office of the governor and select commissions and agencies. Some of those services include enhanced budget analysis, emergency and business continuity planning, performance management, employee engagement, and survey and data analysis services. DBS also provides support to four Customer Utility Boards: Enterprise Technology Services Board, Enterprise Asset Management Board, Enterprise Goods and Services Board, and Enterprise Human Resource Services Board.

Duties and Responsibilities: Enterprise Asset Management provides centralized services to state government, including motor pool and surplus property. In addition, the division acquires and maintains space for state agencies. It provides property management, real property transaction services (buy, sell and lease), project management, space planning, real property sales, building operations and maintenance, and landscape maintenance to state agencies. It manages parking and commuter programs for state employees in Salem and Portland.

Duties and Responsibilities: Enterprise Technology Services (ETS) is a 24-hour, seven days a week operation that provides shared information technology infrastructure services to thousands of state and local government programs. The division is the primary supplier of managed computing technology for state government. It provides mainframe, storage and server-based applications; maintains secure and reliable network and voice services; and replaces legacy enterprise applications. ETS also supports centralized and improved government services in an electronic environment (E-Government program).

Duties and Responsibilities: The Office of Economic Analysis prepares state economic and revenue forecasts and the long-term population and employment forecasts. The office assesses long-term economic and demographic trends, evaluates their implications and conducts special economic and demographic studies. Duties and Responsibilities: The Public Officials Compensation Commission’s primary role is to review and make recommendations to the Legislature on the amount of annual salary to be paid for the following elected officials: governor, secretary of state, treasurer, attorney general, commissioner of the Bureau of Labor and Industries, members of the Legislature, justices of the Supreme Court, and judges of the Court of Appeals, Circuit Courts and Tax Courts.
