Duties and Responsibilities: The Office of Minority, Women and Emerging Small Business administers the state’s certification programs for disadvantaged businesses, minority- and women-owned businesses and emerging small businesses. Certification of these businesses assists them in obtaining access to contracting opportunities in the public and private sectors. The office also maintains an online directory of certified firms for use by the state, public jurisdictions, prime contractors, and private industries that may be seeking certified firms’ services.

Duties and Responsibilities: The Oregon Arts Commission provides leadership, funding and arts programs through grants, special initiatives and services to arts organizations, artists and communities. Commission staff helps build local ability to improve community involvement in the arts and annually undertakes specific projects serving Oregon’s cultural community. Nine commissioners, appointed by the governor, determine the needs for the state and establish policies for public support of the arts.

Duties and Responsibilities: The Cultural Trust is a statewide initiative that raises significant new public and private funds to invest in Oregon’s arts, humanities and heritage. In addition to the creation of a long-term, protected endowment, Trust funds are distributed annually through competitive grants to cultural organizations, grants to cultural coalitions in Oregon counties and within federally recognized tribes, and grants to statewide cultural agencies. Oregonians who contribute to the Cultural Trust are eligible for an innovative tax credit.


The Trust works in partnership with the Oregon Arts Commission, Oregon Heritage Commission, Oregon Historical Society, Oregon Humanities and State Historic Preservation Office. The Cultural Trust is governed by a 13-member board, with 11 citizen voting members appointed by the governor and approved by the Senate. There are two non-voting members, one appointed by the speaker of the House and the other by the president of the Senate.
