The Department of Consumer and Business Services (DCBS) is Oregon’s largest business regulatory and consumer protection agency. The department administers state laws and rules to protect consumers and workers in the areas of workers’ compensation, occupational safety and health, financial services, insurance, and building codes. The department was formed in 1993 to serve as an integrated umbrella agency over most state functions affecting businesses in order to improve efficiency and effectiveness.
DCBS employs about 900 people and is headquartered in Salem. Several of its divisions have offices around the state. Oregon OSHA has field offices in Portland, Bend, Eugene, Salem, Medford and Pendleton. The Workers’ Compensation Division has a Medford office that provides return-to-work services. The Building Codes Division has field offices in Coos Bay and Pendleton. The Workers’ Compensation Board conducts hearings around the state with staffed offices in Eugene, Medford, Portland and Salem.
