Duties and Responsibilities: The State Board of Forestry is a seven-member citizen board appointed by the governor and confirmed by the Senate. The mission of the board is to lead Oregon in implementing policies and programs that promote sustainable management of Oregon’s public and private forests. Its primary responsibilities are to supervise all matters of forest policy within Oregon, appoint the state forester, adopt rules regulating forest practices and provide general supervision of the state forester’s duties in managing ODF.


No more than three members may receive any significant portion of their income from the forest products industry. There must be at least one member from each of the state’s three major forest regions: northern, southern and eastern. The term of office is four years, and no member may serve more than two consecutive full terms. The state forester serves as secretary to the board.

Duties and Responsibilities: The Oregon Forest Land Protection Fund was established by the Legislature as an insurance fund with the purpose of equalizing emergency fire suppression costs among the various State Department of Forestry protection districts. The emergency funding system is designed to operate as an “insurance policy” whereby all districts contribute (pay premiums) into the fund so that money will be available to any individual district to pay fire suppression costs for emergency fires.

 

Committee for Family Forestlands (CFF)

Duties and Responsibilities: The Committee for Family Forestlands researches policies impacting family forestland viability, resource protection and forestry benefits. Based on its findings, the committee recommends actions to the State Board of Forestry and state forester.


The 13-member committee includes seven voting and six non-voting members. Voting members include four family forest owners and one representative each from the environmental community, forest products industry and general public. Non-voting ex officio members may include representatives from ODF, Oregon State University, Oregon small forestland groups, forestry-related industry associations and the Oregon Forest Resources Institute.

Forest Stewardship Coordinating Committee

Duties and Responsibilities: The Stewardship Coordinating Committee (SCC) advises the state forester on policies and procedures for U.S. Forest Service, state and private forestry programs, such as Forest Legacy and Forest Stewardship. The committee consists of representatives from state and federal natural resource agencies, private forest landowners, consulting foresters and forest industry and conservation organizations.


The SCC also serves as the forestry subcommittee to the Oregon Technical Advisory Committee, which advises both the U.S. Department of Agriculture (USDA) Farm Services Agency and USDA Natural Resource Conservation Service on federal farm and forestry assistance programs.

Forest Trust Land Advisory Committee

Duties and Responsibilities: The Forest Trust Land Advisory Committee is a group of elected county commissioners that advises the State Board of Forestry and state forester on matters related to state forestlands managed by ODF. The council represents the 15 counties with state forestlands on policy matters related to the management of the forestlands and distributions of revenues produced from those lands. The counties who receive revenues from these forestlands are Benton, Clackamas, Clatsop, Columbia, Coos, Douglas, Josephine, Klamath, Lane, Lincoln, Linn, Marion, Polk, Tillamook and Washington.


The committee’s roster is established in November when the Council for Forest Trust Land Counties elects their board of directors at the annual meeting of the Association of Oregon Counties.


Regional Forest Practice Committees

Duties and Responsibilities: Regional Forest Practice Committees are panels of citizens that advise the State Board of Forestry on current forestry issues and forest management approaches. Three Regional Forest Practice Committees, serving the northwest, southwest and eastern regions of the state, were created by the 1971 Oregon Forest Practices Act. Under Oregon law, a majority of committee members must be private forest landowners and persons involved with logging or forest operations.

 

Smoke Management Advisory Committee

Duties and Responsibilities: In 1989, the Legislature directed the state forester to establish a Smoke Management Advisory Committee to provide advice and assistance to the State Department of Forestry Smoke Management program. The state forester appoints three members: an industrial forestland owner representative, a non-industrial forestland owner representative and a public representative. A U.S. Forest Service representative and a U.S. Bureau of Land Management representative are also invited to serve as members. Each member serves a two-year term that is renewable after the two-year period.


Committee members gather for public meetings in Salem twice a year to discuss and provide advice to the Smoke Management program regarding current prescribed burning and smoke intrusion trends, program fund balance, implementation plan items and other current issues and projects of the program.

 

State Forest Advisory Committee

Duties and Responsibilities: The State Forests Advisory Committee (SFAC) is comprised of citizens and representatives of timber, environmental and recreation groups. The SFAC provides a forum to discuss issues, opportunities and concerns and offer advice and guidance to ODF on the implementation of the Northwest Oregon State Forests Management Plan. The plan provides guidance for managing 616,000 acres within the Tillamook, Clatsop and Santiam State Forests and several scattered state-owned forest tracts in Benton, Polk, Lincoln and Lane Counties through a balanced approach to generate revenue, while prioritizing environmental and social benefits.
