Duties and Responsibilities: The Community Services Division, formed in 2003, administers grant programs for local governments and provides technical land use planning assistance from
several regional offices and Salem to local government planners and officials, the general public and interest groups. The division reviews local comprehensive plan amendments and provides expertise on a wide range of subjects related to city and county comprehensive plans. Staff in this division includes regional representatives around the state as well as urban, rural and economic development specialists.

Duties and Responsibilities: The Grants Advi­sory Committee is appointed by the Land Conservation and Development Commission. It advises the commission and the department on the allocation of grants and technical assistance funding from General Fund sources and other issues assigned by the commission.

Duties and Responsibilities: The Ocean and Coastal Services Division, created in 1976, oversees Oregon’s federally designated coastal program providing grants and technical assistance to coastal communities. The division provides assistance related to four statewide coastal planning goals and to coastal hazards. The division also oversees development of Oregon’s Territorial Sea Plan in cooperation with other agencies and conducts federal consistency reviews for federal projects and permits proposed in the Oregon coastal zone.

Duties and Responsibilities: The Planning Services Division contains specialized planning programs, including the Transportation and Growth Management Program, Floodplain Management and Natural Hazards Planning, Measure 49 Services and the Oregon Sustainable Transportation Initiative.

Duties and Responsibilities: ORS 197 established the state’s Citizen Involvement Advisory Committee (CIAC) to advise LCDC and local governments on matters pertaining to citizen involvement. CIAC is an advisory body with no explicit or implied authority over any local government or state agency. The CIAC has eight volunteer members, including one from each of Oregon’s five congressional districts and three chosen at-large. Committee members are appointed to four-year terms by LCDC.

Duties and Responsibilities: LCDC appoints the Local Officials Advisory Committee (LOAC) for the purpose of promoting mutual understanding and cooperation between LCDC, DLCD and local governments in implementing and improving the statewide land use planning system. LOAC is comprised of persons serving as city or county elected officials and its membership reflects the city, county and geographic diversity of the state.
