Present Duties

The State Board of Pharmacy was created in 1891, and it regulates the pharmacy practice to ensure that only qualified individuals practice pharmacy in Oregon. The Board licenses pharmacists by examination or through license transfer with other states. It also registers and inspects retail, hospital and other pharmacy outlets such as Fred Meyer and Safeway store pharmacies, as well as drug wholesalers, manufacturers, and over-the-counter drug outlets such as convenience stores. This ensures regulation of the manufacture, production, sale and distribution of prescription and nonprescription drugs, including controlled substances, devices and other materials used in diagnosis and treatment that are required under federal or state law to be prescribed by a practitioner and dispensed by a pharmacist.

There are 30 different categories of licenses that total 24,893 people (pharmacists, preceptors, pharmacy technicians and interns) and businesses inside and outside of Oregon.

The board is comprised of seven members who are appointed by the governor: two public members and five pharmacists. They provide direction to the agency. The board is headquartered in Portland and employs 19 staff led by an executive director, who is appointed by the board. Staff implements the board’s policies, laws and rules through licensure and compliance and also investigates consumer complaints. Board activities are financed entirely by licensing fees.
