Present Duties

The Office of Student Access and Completion (OSAC) administers a variety of state, federal, and privately funded student financial aid programs for the benefit of Oregonians attending institutions of postsecondary education. OSAC also offers outreach and mentoring programs that help create a college-going culture in Oregon.

ASPIRE (Access to Student assistance Programs In Reach of Everyone) is the state’s mentoring program to help middle school and high school students access education and training beyond high school with the help of trained volunteers. Outreach activities include financial aid trainings and workshops to financial aid professionals, school counselors and the public, and participating in college fairs, conferences, and statewide, regional and national associations. OSAC administers Oregon’s largest state-funded, need-based grant program, the Oregon Opportunity Grant, which assists students with financial needs for attaining a postsecondary education at an Oregon community college, public university or four-year private nonprofit institution.

OSAC also oversees a number of publicly funded programs to assist former foster youth, students with childcare expenses, and children of deceased and disabled public safety officers. OSAC’s Scholarship Program works in partnership with the state’s largest foundations, private individuals, financial institutions, employers, and membership organizations to administer scholarships for the benefit of Oregon students.

In 2013, the Oregon Legislature established the OSAC within the Higher Education Coordinating Commission and transferred responsibilities previously held by the Oregon Student Access Commission.
