Duties and Responsibilities: The Business Operations Division provides administrative and operational support to the agency. The functional areas within Business Operations include Information Technology, Asset Management, Compliance, Budget, Debt Management, Facilities, and Financial Services such as Accounting, Grants, Payroll, and Procurement and Contracts.

Duties and Responsibilities: The Policy, Strategy and Community Engagement Division provides agency support in the areas of strategic planning; legislative, partner and media relations; internal and external communication; and policy development. The division takes the lead in researching, analyzing and recommending policy and strategy for the agency. It serves as the research and development arm of the organization, gathering quantitative and qualitative information; tracking and analyzing data and working closely with internal and external stakeholders.


The division’s goal is to address critical housing and anti-poverty issues for the state; direct the development of new programs and policies to create opportunities for quality, affordable housing for low- to moderate-income Oregonians; and promote strategies and programs to assist low-income Oregonians in meeting basic needs for shelter and food and in achieving self-sufficiency.

Duties and Responsibilities: The Program Delivery Division focuses on effectively and efficiently implementing programs to meet OHSC goals and statutory requirements. The division includes all program areas in the agency: Multi-Family; Single-Family/Weatherization; HUD Contract Administration; Community Services; and Foreclosure Prevention. In all, OHCS administers 49 specific programs which serve, among others, homeless persons, renters, homebuyers, homeowners, and households at-risk of foreclosure throughout the state. The division also manages a wide variety of other anti-poverty programs which include food assistance, homelessness prevention, energy assistance and weatherization programs.
