Duties and Responsibilities: The Oregon Housing Stability Council consists of nine members and is the governing body for the Housing and Community Services Department. The council approves affordable housing projects, sets direction on statewide housing policy and serves as an advisory body to the agency. The council also serves as a public body for engagement with stakeholders, housing advocates and the public on affordable housing issues and policy decisions.

Duties and Responsibilities: OHCS’s Chief
Financial Office includes the Finance Section, the Budget Section and the Information Services Section. The office provides essential services to support OHCS’s leadership and workforce to achieve the department’s mission.


The Finance Section includes grants and monitoring, procurement and contracts and general accounting functions for all aspects of the department. Key program areas of the department rely on community partners serving people with low incomes, and grants and contracts are critical for success in reaching low-income Oregonians. This section ensures accountability and stewardship of resources.


The Budget Section manages and reports on all aspects of the agency’s budget. The section works closely with partners at the Legislative Fiscal Office and the Department of Administrative Services to provided needed reports and budget documents throughout the biennium. The section provides critical operational support for the agency.


The Information Services Section is responsible for maintaining information technology systems and infrastructure for the agency. It provides operational support for all other areas of the agency. In addition, it provides data and research support to ensure programs are effective and efficient and the agency is engaged with best practices.

Duties and Responsibilities: The Housing Finance Division administers federal and state funded multifamily rental housing resources to facilitate the increased availability of safe, decent, affordable housing for Oregonians with low incomes. Duties and Responsibilities: The Housing Stabilization Division administers services for Oregonians with low and extremely low incomes to help stabilize their housing as well as achieve greater economic stability. Services include work to prevent and end homelessness, emergency rental assistance, energy bill payment assistance and weatherization assistance as well as other anti-poverty programs such as the Individual Development Accounts.


The division ensures that affordable housing projects across Oregon maintain compliance with state and federal regulations and are safe and healthy properties for the residents. The division’s responsibilities also include contract administration on behalf of the U.S. Department of Housing and Urban Development, and human resources and facilities functions.
