Office of Private Postsecondary Education (HECC) > Web site
The HECC Office of Private Postsecondary Education oversees the quality, integrity and diversity of private post-secondary programs in Oregon for the benefit of students and consumers. The office includes the Office of Degree Authorization (ODA), Private Career Schools Licensing Unit and the State Authorizing Agency (SAA) for Veterans Education. ODA works to ensure the quality of degrees and certificates offered by private degree-granting colleges in Oregon and out-of-state public and private degree-granting colleges; evaluates requests to start new degree programs in Oregon or offer academic programs for college credit to Oregon citizens from outside the state; protects existing degree programs offered by private colleges from detrimental duplication by publicly-funded institutions; and protects Oregonians from fraudulent use of substandard academic credentials and fraudulent degrees.
The Private Career Schools Licensing Unit licenses private career schools and provides educational leadership, technical assistance, training and support to private career schools in Oregon. In the interest of Oregon students, the unit works closely with schools on licensing requirements such as business and fiscal standards, as well as instructional and curricular requirements.
The SAA for Veterans Education is responsible for granting the necessary approval needed for the Department of Veterans Affairs to pay veterans and other eligible persons their G.I. Bill education benefits. The SAA approves programs at high schools, public universities, private and independent universities and colleges, community colleges, flight schools and private career and trade schools located in Oregon.
